My only question is what are the occupation zones? No government to stabilize them, so the U.N. had to step in?

Add the EMP, fridges and water systems stops, so there would be starvation and water shortage within days, surrounding areas are overrune by refugees and quickly runs out of food.
It woukld kill a lot more than a dozen Hiroshima/Nagasaki type bombs, a death toll in the millions.

I do think, however, that all the northern edges of the US would be occupied by Canada. It would ensure their own safety, as well as for any altruistic reasons.
I also think that what's left of New England, plus NY, would want to be part of the "United States". We (I'm from MA) ARE part of the ORIGINAL United States.

One of the main characters worked for project red bell which was an effort to recover 25 Russian nuclear weapons that were stolen by extremists. These bombs were converted into 20 kiloton nuclear weapons which were used to carry out the ironically named "September attacks". Which extremist groups ranging from domestic militia, anarchists, and religious fanatics which never really collaborated together however all of them shared the desire to take down the federal government, pulled off the attacks.
The entire plan was orchestrated by someone with deep resources, an ability to coordinate diverse groups, and by all indications, an American.
And wouldn't California count as part of the Cheyenne government?

My own opinion though would be that they may come late to the game, after having suffered from the sudden fall of the global economy. Because of this (and lingering mistrust of them), there could be some resistance, even if they are the "good guys".
